He is a highly respected American-born British comics writer who has been a prominent figure in the comics industry since the 1980s. Wagner was born in 1949 in Pennsylvania, USA; he later moved to Scotland. His career began in editorial roles with D.C. Thomson & Co. in the late 1960s.
By the 1970s, he transitioned to freelance writing and staff editing at IPC Magazines. Then the idea came into his mind about starting his own comic series to share the experiences of the old lady character, which is Maxine. Then he partnered with writer Pat Mills, which helped him make a British web comic series in the 1980s.
